Seems to work great but no localization and would be great to be able to change the texts for emails. Still, very useful plugin!

rating updated -- originally i thought this had solved issue to allow site admins to add users but it doesn't deal with the email trails wpms generates for adding/updating users and generates extra emails.
Specifically email below is always generated from create-user-with-password-multisite.php (other emails generated as well)
Dear User, \nThank you for the registration. Please check the email address provided for login details. \n--The Team @ \n
Any emails generated still come from superadmin not the local site admin.
All this is very confusing for my users (me too!) and I think ultimately problem is with wpms . the plugin gets near to providing a solution but needs more work to make it seamless. meanwhile I'm going to use this plugin to add users but use a 'stop emails' plugin to disable sending any emails.

You should make it clear this works as well for regular WordPress.
Use case scenario where your plugin fixed a problem for me:
To test WooCommerce with PayPal, we use PayPal's sandbox, which creates by default two buyer+facilitator test email accounts, derived from your actual address.
These emails do not exist, but you have to make test payments with the buyer. Your plugin was great to create a test user account in the dashboard, with fictive email. Click on 'don't notify the user by email' and set its password. Otherwise, with no password, you would not be able to use this account.
